The jackpot in the multi-state lottery stood at $151 million Wednesday, after no one picked the winning numbers in Saturday's drawing. However, six tickets did match five of last week's numbers, earning a prize of $1 million each.

Powerball is played in 42 states, Washington, D.C., and the U.S. Virgin Islands.

The largest-ever Powerball jackpot, $588 million, was split between two winning tickets in November 2012.

Researchers unveil first artificial enzyme created by evolution in a test tube

There's a wobbly new biochemical structure in Burckhard Seelig's lab at the University of Minnesota that may resemble what enzymes looked like billions of years ago, when life on earth began to evolve ? long before they became ingredients for new and improved products, from detergents to foods and fuels.

Seelig created the fledgling enzyme by using directed evolution in the laboratory. Working with colleague Gianluigi Veglia, graduate student Fa-An Chao, and other team members, he subsequently determined its structure, which made its debut December 9 as an advance online publication in Nature Chemical Biology. Lab tests show that the enzyme (a type of RNA ligase, which connects two RNA molecules) functions like natural enzymes although its structure looks very different and it is flexible rather than rigid. Seelig speculates the new protein resembles primordial enzymes, before their current structures evolved.

Seelig and Veglia are professors in the College of Biological Sciences, where Fa-An Chao is a graduate student. Both faculty members have appointments in the Department of Biochemistry, Molecular Biology and Biophysics and Seelig is member of the BioTechnology Institute.

While a handful of groups worldwide are developing artificial enzymes, they use rational design to construct the proteins on computers. Instead, the Seelig lab employs directed evolution. "To my knowledge, our enzyme is the only entirely artificial enzyme created in a test tube by simply following the principles of natural selection and evolution," he says.

Rational enzyme design relies on preconceived notions of what a new enzyme should look like and how it should function. In contrast, directed evolution involves producing a large quantity of candidate proteins and screening several generations to produce one with the desired function. With this approach, the outcome isn't limited by current knowledge of enzyme structure.

"Just as in nature, only the fittest survive after each successive generation," Seelig explains. The process continues until it produces an enzyme that efficiently catalyzes a desired biochemical reaction. In this case, the new enzyme joins two pieces of RNA together.

"It's kind of like giving typewriters to monkeys," he says. "One monkey and one typewriter won't produce anything clever. But if you have enough monkeys and typewriters, eventually one of them will write 'to be or not to be'." The lottery provides another analogy. "If you buy more tickets, you're more likely to win," Seelig says.

Like all proteins, the new RNA ligase enzyme is a chain of amino acids folded into a 3D structure, but the resemblance stops there. Natural enzymes, like all proteins, are made from alpha helices and beta strands. Seelig's artificial enzyme lacks those structures. Instead, it forms around two metal ions and is not rigid. "Compared to enzymes we know from nature, the artificial enzyme has a rather unusual structure and dynamics," Seelig says.

For decades, naturally occurring enzymes have been tweaked by industry to make industrial processes and products more effective. The ability to create enzymes from scratch using a natural process opens the door to a vast array of new products that provide business opportunities and improve quality of life without harmful environmental effects.

Going forward, Seelig plans to create enzymes with useful applications while he continues to explore the underlying basic science of enzyme structure and function, aiming to learn more about the origin of enzymes and how proteins evolve.

"Enzymes have always fascinated me," he says. "It's rewarding to do work that has practical applications yet provides the opportunity to better understand how life on earth evolved."

Peaches Geldof has been showing off her impressive collection of rings.

The socialite - who is married to musician Tom Cohen - posted a picture on Instagram of the shiny diamond ring he gave to her at Christmas as well as her wedding band and engagement ring.

Accompanying the image. she wrote on Twitter: ''My amazing engagement ring with my wedding band and the new Tiffany gold and platinum band Tom gave me as my Christmas pressie from him (it matches his wedding band) (sic).''

Peaches and Tom married in September last year at St Mary Magdalene and St Lawrence Church in Davington, Kent, South East England.

The church holds special significance for Peaches, 23, as it was where her mother and her father, Bob Geldof, had their wedding blessed after earlier marrying in Las Vegas in 1986. It is also where Paula's funeral was held after she died of a drug overdose in 2000, but she said she could feel her at the wedding.

She said: ''I feel her presence all the time but especially today.

''Mum loved family celebrations and she would adore Tom and the fact that we've married here.

''I know that she is watching over me and feeling so happy for us.''

Peaches is currently expecting her second child with Tom, which will be a brother or sister to nine month old Astala.

Analysis: For Republicans, a world turned "upside down" on immigration

WASHINGTON (Reuters) - What a difference one brutally disappointing election can make.

At this time last year, Republican U.S. presidential contenders were competing to act tough on immigration to win favor with the party's conservative base.

Eventual nominee Mitt Romney led the way by advocating "self-deportation" - a plan that essentially called on the government to make life so miserable for the nation's 11 million illegal immigrants, most of whom are Hispanics, that many would leave on their own.

But since Democratic President Barack Obama's decisive victory over Romney in November with the support of more than seven in 10 Hispanic voters, the game has changed.

Many Republicans now see gaining favor with the fast-growing Hispanic voting bloc, which accounts for 10 percent of the U.S. electorate and is growing, as a matter of political survival.

Some remain critical of any plan that would give illegal immigrants a path to citizenship. But next-generation Republican leaders - including Florida Senator Marco Rubio, 41, a favorite of the conservative Tea Party movement - are desperate to remove the issue as a liability for the party.

That is why a plan announced on Monday by a bipartisan group of eight U.S. senators including Rubio is widely seen as the best hope in years for a comprehensive immigration overhaul - even though it is similar to a 2007 plan that was shot down by conservative Republicans despite being backed by Republican President George W. Bush.

But now, "the politics on this issues have turned upside down," said New York Democrat Chuck Schumer, another senator in the bipartisan group crafting the immigration plan.

"For the first time ever, there is more political risk in opposing immigration reform than in supporting it," Schumer said.

REPUBLICANS LOSING HISPANIC SUPPORT

Compared with the bitter, uncompromising politics that have clouded Capitol Hill in recent years, the news conference held by the senators on Monday was practically a festival of love.

There was Republican Senator John McCain of Arizona - who lost the presidential race to Obama in 2008 and is a frequent critic of the administration - heaping praise on the Democratic president for supporting immigration reform.

There was Democratic Senator Dick Durbin of Illinois, giving credit to Bush for backing immigration changes when many Republicans did not.

During the news conference, Rubio and Democrat Robert Menendez of New Jersey, another member of the group, made a point of explaining parts of their plan in Spanish, a symbolic reach-out to those who could be affected by it.

The changed dynamic on immigration reflected how "the election was a real wake-up call to Republicans. They have had their eyes opened on Hispanics," said Steven Schier, a political scientist at Carleton College in Minnesota.

Asked why he thought this immigration bill might succeed, McCain said: "Elections. The Republican Party is losing the support of our Hispanic citizens."

Republican strategist Ana Navarro said McCain - whose state borders Mexico and is about 30 percent Hispanic - could be an important voice to other Republicans on the immigration bill.

"Nobody can talk to other Republicans with the authority that John McCain can about what it means to move the Latino vote," Navarro said.

'AN IMPORTANT FIRST STEP'

The group of senators behind the immigration plan - which also includes Republicans Jeff Flake of Arizona and Lindsey Graham of South Carolina and Democrat Michael Bennet of Colorado - said they hoped for quick action.

But even if successful, Congress' revamping of the immigration system is likely to take most of 2013. Congress also will be wrestling with budget issues and Obama's ambitious gun-control proposals in the next few months.

"Today is an important first step in what is going to be a significant and complicated journey," Rubio said.

The plan would create what the senators called a "tough but fair" path to citizenship for many illegal immigrants after undefined improvements to border security and a crackdown on people who have overstayed their visas.

The plan faces some hurdles in the Senate. But the big question will be whether it can clear the Republican-led House of Representatives, which is dominated by conservatives adamantly opposed to anything resembling "amnesty" for illegal immigrants.

One rising star among House conservatives - Paul Ryan, the Budget Committee chairman who was Romney's vice presidential nominee - already has voiced support for Rubio's immigration efforts. Others seem to be loading up to attack such a plan.

"When you legalize those who are in the country illegally, it costs taxpayers millions of dollars, costs American workers thousands of jobs and encourages more illegal immigration," Representative Lamar Smith, a Texas Republican, said in a statement.

Many conservatives said they would wait for the final proposal, which will be developed by the Senate Judiciary Committee. Senate Republican leader Mitch McConnell said the final measure will require far more input than it has received so far.

"All members must have an opportunity to debate and amend any legislation that comes to the floor. This effort is too important to be written in a back room and sent to the floor with a take-it-or-leave-it approach," McConnell said. "It needs to be done on a bipartisan basis and include ideas from both sides of the aisle."

Groups that oppose easing the immigration restrictions blasted the plan and predicted that it would meet the same fate as the 2007 bill.

"We expect that once the American public learns of the details of this proposal, and comes to recognize that it will do nothing to fix the problems of our broken immigration system, it will meet with the same overwhelmingly negative response that it received in 2007," said Dan Stein, president of the Federation for American Immigration Reform.

But backers of a comprehensive immigration plan said there was a new mood of optimism in their ranks.

"The histrionics and demagoguery on immigration have died down, at least for now," said Fergus Cullen, a former chairman of the New Hampshire Republican Party who has launched an immigration reform group.

"There seems to be a different attitude," Cullen said.

In breast cancer metastasis, researchers identify possible drug target

Jan. 27, 2013 ? The spread of breast cancer to distant organs within the body, an event that often leads to death, appears in many cases to involve the loss of a key protein, according to UC San Francisco researchers, whose new discoveries point to possible targets for therapy.

In the January 27, 2013 online edition of Nature Cell Biology, UCSF scientists describe for the first time how the protein, known as GATA3 -- which is abnormal or absent in many cases of human breast cancer -- normally acts downstream in biochemical pathways to prevent the distant spread of cancer, an event called metastasis.

The discovery points to a biochemical control point that simultaneously holds in check several key events required for tumor cells to successfully spread.

"When GATA3 is present, it turns off many genes that are active in metastasis," said Zena Werb, PhD, a UCSF professor of anatomy who led the research. "We now have identified the molecular mechanisms involved."

The key finding of the new study is that GATA3 acts downstream biochemically to activate a molecule -- obscure until now -- called microRNA29b. MicroRNA29b in turn stops protein production from other genes that play vital roles in metastasis.

The absence or loss of GATA3 can free cancerous cells to break free from their defined roles and tethers within a tumor, to move away from the tumor mass, to induce cancer-promoting inflammation, and to stimulate the development of new blood vessels that can help spreading cancerous cells regrow as tumors in new locations.

"People knew that some of these genes were turned on in some cancers, but they did not know they were turned on because GATA3 and microRNA29b were turned off," Werb said. "If you have 20 genes that are becoming less active all at once due to microRNA29b, it could have a profound effect."

Working with mice, the researchers found that restoring microRNA29b to one of the most deadly types of breast cancer stopped metastasis. But the researchers also found that if they knocked out the microRNA29b, tumors spread even in the presence of GATA3, suggesting that microRNA29b can be the driver of metastasis.

In the mouse models of breast cancer studied by Werb's team, GATA3 normally restrains cancerous cells from breaking away from the main tumor and migrating to other organs.

It might be possible, Werb said, to develop drugs that inhibit breast cancer metastasis by re-activating these controls in cancerous cells that have lost the normal protein.

Many researchers who study early stages of cancer focus on abnormal genes and proteins that cause cells to expand their numbers rapidly, a hallmark of cancer.

However, the ability to spread to distant places and to eventually cause lethal complications requires not only cell division and tumor growth, but also changes in how the cancerous cell negotiates with its surroundings. This relationship must be altered to permit cancer to spread, according to earlier research findings by Werb and others.

"Many of the key processes in cancer that GATA3 suppresses take place outside the cell, in the surrounding environment," she said.

GATA3 is a master control for luminal cells, which line the milk-carrying ducts of the breast. In essence, GATA3 dictates the defining characteristics of a normal breast cell, Werb said.

Luminal breast cancers are the most common form of the disease, and the hormones estrogen and progesterone drive their growth. Loss of the normal GATA3 protein as luminal breast cancers evolve is associated with a greater risk of death, Werb said, and occurs in roughly 10 percent of luminal breast cancer cases.

But, along with many other proteins, GATA3 also is absent in "triple negative," breast cancers, which are more often fatal. Triple negative breast cancers, which disproportionately affect black women and younger women, do not depend on the hormones, nor do they require a third growth factor, called HER2.

Triple negative breast cancers, which account for roughly one-in-five breast cancers, have been more difficult to target successfully with newer treatments.

"The targeting we would like to do is to give back microRNA29b specifically to breast tumor cells to prevent metastasis," Werb said.

Teens and kids who eat a lot of fast food may be at greater risk for developing asthma, eczema?and allergies, according to a new study published in the British Medical Journal's respiratory magazine,?Thorax.

For the study, researchers from?the University of Auckland in New Zealand and the University of Nottingham in the United Kingdom looked at surveys from more than 500,000 kids in 51 countries to determine how diet affected their allergy-related risks. They found that?eating fast food three times a week may lead to asthma, eczema?and itchy, watery eyes in children. ?

Researchers surveyed kids and their parents to determine whether or not they experienced symptoms of allergies, asthma and eczema. Participants also shared what types of foods they consumed each week. In the study, children in their early teens who ate fast food three or more times each week had a 39 percent greater risk of severe asthma. For 6- and 7-year-olds, there was a 27 percent increased risk. Overall, kids who ate fast food three or more times a week had about a 30 percent increased risk of severe allergies. The results were consistent across all age groups regardless of gender or socioeconomic status. ?

Interestingly, kids who ate fruit were able to cut their risk of developing these conditions. Researchers found that kids who ate three or more portions of fruit each week reduced their risk of severe asthma, eczema and allergies by between 11 and 14 percent.

Rapper Rick Ross crashed a Rolls-Royce into an apartment building in Florida on Monday after he lost control while trying to avoid gunfire aimed at the car, police said.

Ross, whose real name is William L. Roberts, and a female passenger reported hearing multiple gunshots being fired in their direction as they drove in Fort Lauderdale early in the morning, according to police.

The rapper lost control of the car and hit the apartment building as he tried to get away from the shots, police said. Neither of the car's occupants were hurt, and the shooting suspects fled before police arrived.

Fort Lauderdale police said they are investigating the shooting.

Ross, who lives in nearby Davie, Fla., turned 37 on Monday and had been out celebrating his birthday at a local diner, according to the Miami Herald. The newspaper reported that one of the bullets fired at the car pierced the diner's front window.

Ross is the founder of the Maybach Music Group. His latest album, "God Forgives, I Don't," is nominated for a Grammy Award this year for best rap album.

2 rescued after small plane crash on Hudson River

YONKERS, N.Y. (AP) ? Two people were rescued Sunday when their single-engine plane crashed and sank into the icy Hudson River off Yonkers, authorities said.

The small plane was carrying a man and a woman on a sightseeing trip, and crashed about 5:20 p.m., Yonkers Police Lt. Phil Collins said. The two were wearing life vests and were able to get out of the plane before it sank, Collins said.

The cause of the crash was under investigation.

The couple were plucked from the waters within 30 minutes of the crash and taken to Jacobi Medical Center. They were treated for hypothermia and were listed in stable condition at Jacobi, Lt. Toni Scherer of Empress Ambulance Service said. The names of the two were not immediately released.

Federal Aviation Administration spokeswoman Kathleen Bergen described the plane as a Piper PA-32. Bergen said the pilot told local authorities the flight left from the Trenton-Robbinsville Airport in Robbinsville, N.J. It was flying under visual flight rules and not receiving air traffic control services, she said.

The Journal News reported that Yonkers police officers and a retired detective took a boat out to rescue the two.

"Thank God we got there quick enough," said Daniel Higgins Sr., an off-duty police officer who piloted the boat.

In 2009, Capt. Chesley "Sully" Sullenberger safely landed US Airways Flight 1549 on the Hudson River in New York after striking a flock of geese. All 155 people aboard survived.

Do penalties for smokers and the obese make sense?

NEW YORK (AP) ? Faced with the high cost of caring for smokers and overeaters, experts say society must grapple with a blunt question: Instead of trying to penalize them and change their ways, why not just let these health sinners die?

Annual health care costs are roughly $96 billion for smokers and $147 billion for the obese, the government says. These costs accompany sometimes heroic attempts to prolong lives, including surgery, chemotherapy and other measures.

But despite these rescue attempts, smokers tend to die 10 years earlier on average, and the obese die five to 12 years prematurely, according to various researchers' estimates.

And attempts to curb smoking and unhealthy eating frequently lead to backlash: Witness the current legal tussle over New York City's first-of-its-kind limits on the size of sugary beverages and the vicious fight last year in California over a ballot proposal to add a $1-per-pack cigarette tax, which was ultimately defeated.

"This is my life. I should be able to do what I want," said Sebastian Lopez, a college student from Queens, speaking last September when the New York City Board of Health approved the soda size rules.

Critics also contend that tobacco- and calorie-control measures place a disproportionately heavy burden on poor people. That's because they:

?Smoke more than the rich, and have higher obesity rates.

?Have less money so sales taxes hit them harder. One study last year found poor, nicotine-dependent smokers in New York ? a state with very high cigarette taxes ? spent as much as a quarter of their entire income on smokes.

?Are less likely to have a car to shop elsewhere if the corner bodega or convenience store stops stocking their vices.

Critics call these approaches unfair, and believe they have only a marginal effect. "Ultimately these things are weak tea," said Dr. Scott Gottlieb, a physician and fellow at the right-of-center think tank, the American Enterprise Institute.

Gottlieb's view is debatable. There are plenty of public health researchers that can show smoking control measures have brought down smoking rates and who will argue that smoking taxes are not regressive so long as money is earmarked for programs that help poor people quit smoking.

And debate they will. There always seems to be a fight whenever this kind of public health legislation comes up. And it's a fight that can go in all sorts of directions. For example, some studies even suggest that because smokers and obese people die sooner, they may actually cost society less than healthy people who live much longer and develop chronic conditions like Alzheimer's disease.

So let's return to the original question: Why provoke a backlash? If 1 in 5 U.S. adults smoke, and 1 in 3 are obese, why not just get off their backs and let them go on with their (probably shortened) lives?

Because it's not just about them, say some health economists, bioethicists and public health researchers.

"Your freedom is likely to be someone else's harm," said Daniel Callahan, senior research scholar at a bioethics think-tank, the Hastings Center.

Smoking has the most obvious impact. Studies have increasingly shown harm to nonsmokers who are unlucky enough to work or live around heavy smokers. And several studies have shown heart attacks and asthma attack rates fell in counties or cities that adopted big smoking bans.

"When you ban smoking in public places, you're protecting everyone's health, including and especially the nonsmoker," said S. Jay Olshansky, a professor at the University of Illinois-Chicago's School of Public Health.

It can be harder to make the same argument about soda-size restrictions or other legislative attempts to discourage excessive calorie consumption, Olshansky added.

"When you eat yourself to death, you're pretty much just harming yourself," he said.

But that viewpoint doesn't factor in the burden to everyone else of paying for the diabetes care, heart surgeries and other medical expenses incurred by obese people, noted John Cawley, a health economist at Cornell University.

"If I'm obese, the health care costs are not totally borne by me. They're borne by other people in my health insurance plan and ? when I'm older ? by Medicare," Cawley said.

From an economist's perspective, there would be less reason to grouse about unhealthy behaviors by smokers, obese people, motorcycle riders who eschew helmets and other health sinners if they agreed to pay the financial price for their choices.

That's the rationale for a provision in the Affordable Care Act ? "Obamacare" to its detractors ? that starting next year allows health insurers to charge smokers buying individual policies up to 50 percent higher premiums. A 60-year-old could wind up paying nearly $5,100 on top of premiums.

The new law doesn't allow insurers to charge more for people who are overweight, however.

It's tricky to play the insurance game with overweight people, because science is still sorting things out. While obesity is clearly linked with serious health problems and early death, the evidence is not as clear about people who are just overweight.

That said, public health officials shouldn't shy away from tough anti-obesity efforts, said Callahan, the bioethicist. Callahan caused a public stir this week with a paper that called for a more aggressive public health campaign that tries to shame and stigmatize overeaters the way past public health campaigns have shamed and stigmatized smokers.

National obesity rates are essentially static, and public health campaigns that gently try to educate people about the benefits of exercise and healthy eating just aren't working, Callahan argued. We need to get obese people to change their behavior. If they are angry or hurt by it, so be it, he said.

"Emotions are what really count in this world," he said.

When I have been asked for a proposal to create a social media marketing strategy for a company, I have won the business 95 percent of the time. That may seem remarkable but I?ve found there is one simple secret to connecting with companies at this early stage of engagement.

Competing agencies typically try to impress by piecing together glossy, elaborate plans spanning from Facebook promotions to blasting out a Pinterest campaign.

I do no such thing. In fact, I put together no plan at all. I simply, and truthfully, tell the client that I don?t know what they need. And neither do they. We need to start with a foundational strategy (not an action plan) that is aligned with the company?s goals, and even more important, aligned with the company?s CULTURE.

This is the difference between creating a glimmering strategy that crashes and burns on take-off, and a realistic strategy that can actually be accomplished and change the company.

In every organization there are five common hurdles to social media success. A critical step in the strategy development process is to provide a painfully honest assessment of these factors and the company?s ability to execute and sustain a social media marketing initiative. That is where the consulting process should begin ? not picking out the colors for the Facebook page!

Assessing the social media ?engine?

Here are the five critical components I assess before even thinking about creating a social media plan:

Budget and resources ? Is the company willing to commit the proper financial and human resources to execute the right way, or are they just checking a box to create an image? Do they seem committed to adopting ?digital? as a business philosophy? How will they make this transformation?

Technology ? I look at this very broadly. Is this a tech-savvy company eager to embrace new platforms or are they stuck in the 1990s? Are they fast and flexible, or ponderous in their approach to development? Have they erected security firewalls that will jeopardize success? Is the IT department a fortress resisting change or an agent propelling progress?

ROI and measurement ? Does the company have a realistic view of the social media opportunity, or are they looking for immediate gratification? Are they willing to consider qualitative, as well as quantitative, measures of success? Do they even have measurement processes in place that we can build upon? Are they looking at this as a band-aid or a long-term strategy?

Legal ? Can the Legal Department adjust to the new demands of the social web? Are they willing to push accountability down through the organization or will they have to approve every tweet? Are they also willing to make the cultural adjustment necessary or will they ?review? an initiative into oblivion?

Corporate culture/leadership ? I mention this last, but it is not the least. In fact, it is most important of all. A corporate culture is very complex but is largely determined by the leadership of the organization. If the leadership does not understand, embrace, and become actively involved in the change, a social media initiative will never move past checking a box. There is no such thing as a grassroots cultural change in a company> The leader has to be actively on board. Is the company culture customer-centric? Conservative? Slow to change? Nimble?

Now what?

Once you do this analysis, what do you do with it?

Creating an actionable and sustainable social media initiative requires all five of these building blocks to be in place. Think of these elements as integral parts of an engine. If even one part is not working, the car may start quickly, limp along for awhile, but ultimately sputter and stop.

So the strategy must be created in the context of the political reality of the company. Perhaps the first step toward social media success is not starting a blog or Facebook page, but hosting a series of social media workshops to get everybody on the same page. Or maybe it?s one-on-one counseling with a leader, or creating an internal social media council.

Strategy doesn?t start with a Facebook page, it begins (and perhaps ends) with corporate culture. Agree? Do you see these landmines and opportunities at your companies too?

Scout pack may lose charter over pro-gay policy

A Cub Scout pack in Maryland may lose its charter if it maintains a policy welcoming gay families and members, a Scout official said Friday, raising once more a controversial issue that has roiled the Boy Scouts of America in recent years.

Pack 442 of Cloverly, Md., is conducting a poll of its members on its website about whether to retain its non-discrimination policy, which reads: ?Pack 442 WILL NOT discriminate against any individual or family based on race, religion, national origin, ability, or sexual orientation.?

The members have until Friday 8 p.m., to decide if they will keep the policy and possibly not be rechartered, or if they will remove it and return to a ?don?t ask, don?t tell? policy welcoming all families, according to a statement on the pack?s website.

Les Baron, Scout Executive of the National Capital Area Council, or NCAC, to which the pack belongs, confirmed that the pack could lose its charter if it maintains the policy, which he noted was against the Boy Scouts? longstanding ban on openly gay Scouts or leaders.


?Hopefully we don?t get to that point. We are working with the pack to try to work out our differences,? he told NBC News. ?The policy of the Boy Scouts are what they are and my job is to not bring into (it) my own personal feelings, and all I am trying to do is maintain the quality and integrity of the Boy Scouts of America and its policies.?

The pack said it must submit the chartering application by Saturday. At that point, Baron said, the council would then have to make a decision on the charter bid and would take the non-discrimination statement into account. He said the time to make a decision varied.

On the pack?s website, a statement said the council ?contacted us a few weeks ago pressuring us to remove our statement, we attempted to negotiate a rewording of the statement that would represent a compromise on the matter, but ultimately NCAC leadership felt only removal of the statement would be acceptable.? The pack?s committee chair did not immediately respond to an email seeking comment.

The policy was voted on by member families and ?overwhelmingly approved? last August, according to the pack website, which also noted that its chartering organization supported the decision. The matter was discussed in detail with district leaders and the council from August through October 2012.

?As was stated above, it was only recently that NCAC contacted us saying they would no longer ?allow? this statement to be posted,? the website said.

The pack committee was split on the way forward, prompting the poll, according to the pack website.

?Some of the leaders feel the principle of non-discrimination is too precious to allow BSA to dictate that we abandon our local policy. Others feel that we should acquiesce to removal of the policy statement and return to a ?don?t ask, don?t tell? policy,? the website said.

Baron confirmed that he learned of the policy a few months ago. ?The only reason that we do this program is try to provide quality opportunities and experiences for young people. It?s not about political issues and I?m sorry that it?s come down to that.?

A national BSA spokesman, Deron Smith, said the private organization "has policies that all councils and local units agree to follow."

"In this instance, this pack will need to evaluate if they agree to the annual chartered organization agreement," he wrote in an email to NBC News, adding that he wasn't aware of any special deadline given to the unit to make the decision. Baron said he was not aware of any deadline.

The Boy Scouts reaffirmed its ban on gays and lesbians in 2012 following a two-year confidential review.

After the Boy Scouts reaffirmed its policy banning gays, dozens of Eagle Scouts said in online postings that they had returned their medals, badges or membership cards in protest. But many other Eagle Scouts said they agreed with the policy. Since then, Smith has said there were no plans to revisit the membership guidelines.

Activist groups stepped up their campaign to end the policy after Ryan Andresen, an 18-year-old California teen, was denied the Eagle rank late last year because he is gay, and following the dismissal of Jennifer Tyrrell last April from her post as den leader of her son?s Tiger Cub pack in Bridgeport, Ohio, because she is a lesbian.

A number of troops have said they don?t follow the policy, and some companies and charities have said they would not contribute to the Boy Scouts because of the ban.

Why Americans still feel poor - Fortune Finance: Hedge Funds ...

Stocks are up again, but home prices are the real barometer of personal wealth.

120926033156-housing-gallery-2-house-for-sale-gallery-horizontalFORTUNE ? U.S. stocks have reached new highs, but most Americans probably don't feel any wealthier. That's because the prices of our homes have a bigger influence over how rich we feel and, therefore, how much we're willing to spend, suggests a recent study by the National Bureau of Economic Research.

The findings clarify the big drivers of what economists call "the wealth effect," the idea that people spend more when they have more. This sounds pretty obvious, but the real barometer of wealth hasn't been as clear. In the past, as the Federal Reserve moved to buy up billions of dollars worth of bonds to boost the economy, Chairman Ben Bernanke said that higher stock prices boost consumer wealth. And in turn, the extra spending helps the economy grow.

While that might be true, as it turns out, home prices trump any run-up on Wall Street. This is probably not that surprising, given that most Americans have relatively modest amounts of?cash tied up in equities, 401ks, IRAs and investment accounts.

For most Americans, the value of their homes reflect how wealthy they feel, according to the study by economists, including well-known U.S. housing market authorities Karl Case and Robert Shiller.

In looking at the housing market's latest boom and bust, they found that households spend more when home prices go up. And unlike the results of their earlier study, they spend less when prices fall. If prices popped like they did between 2001 and 2005, household spending would rise 4.3%. And if prices plummeted like they did between 2005 and 2009, spending would drop 3.5%.

If we look at what's happening today, the findings might explain why the stock market's rally hasn't really helped the economy grow that much faster. Last year, the Standard & Poor soared 13%, adding almost $1.9 trillion to the value of stocks. This was the biggest gain in three years. Stocks have continued to soar, with the S&P 500 climbing 4.8% so far this year -- a five-year high.

When the housing market crashed in 2007, prices spiraled more than 30% nationwide. They've rebound, rising 5.9% in 2012. That's the largest annual increase since close to the peak of the last housing bubble in 2006. While the improvement has helped thousands of borrowers reclaim what they originally paid for their homes, prices would have to increase much higher to save the millions more borrowers who owe more on their mortgages than their properties are worth.

During the third quarter of 2012, 100,000 underwater borrowers returned to positive equity, owing less on their mortgages than what their homes are worth, according a report released last week by CoreLogic. This change drove down the share of underwater mortgages relative to all home loans to 22%, or 10.7 million, compared with 26% recorded in January 2012.

In a healthy housing market, 5% of borrowers are underwater.

Indeed, we have a long way to go before many households return to normal. In the years leading up to the housing market bubble, prices rose so high and then fell so low in places like Florida and California that it's hard not to wonder if it will take another market bubble before underwater borrowers fully recover.

What is perhaps surprising is that areas that saw some of 2012's biggest jumps in home prices are also places with the biggest problems with distressed borrowers: Nevada had the highest percentage of underwater mortgages at 59.6% of all home loans, followed by Florida at 42.1%, Arizona at 38.6%, Georgia at 35.6% and Michigan 32%. Together, these states make up 24% of the total amount of negative equity nationwide, according to CoreLogic.

Where prices go will depend largely on the job market in these areas. For 2013, Wall Street expects home prices nationwide to climb between 3% to 9.7%. That's significant, but for borrowers whose mortgages are still underwater, feeling any richer still feels very far away.

?? ? ? ?Winter has already been colder, snowier and nastier than all of last year, yet there probably is nearly two months of disagreeable weather ahead.

Sure you can work on organizing your tackle boxes (doesn?t everyone have more than one?}, or read a good book while the snow and wind blow outdoors. Football season is over, so what?s to do? Outdoor sports shows can provide and escape for a few of those days, and be a nice winter break.

Shows also are a good place to plan trips, learn about the latest equipment whether fishing tackle, a boat or a recreational vehicle. Information these days is readily available on the web for computer users, but there is nothing like talking to folks face-to-face about their resort, area, RVs, boats, or other outdoor gear. You can see it and touch up, and probably try it up close and personal.

The 2013 Louisville Boat, RV and Sports Show starts Wednesday of this week and runs through the weekend. More than 100,000 square feet have been added for this year?s show at the state fairgrounds in Louisville in the South Wing and East Hall.

According to a new release from the Louisville Show, now sponsored by Progressive insurance,??When not shopping, visitors to the show can experience the benefits of the outdoors through a variety of new education and entertainment, including the new Paddle Sports Demo & Try-It Pool, a chance to meet the famous R.J and Jay Paul Molinere of ?Swamp People,? and Ron and Amy Shirley of ?Lizard Lick Towing.? The Indy show is scheduled Feb. 15-24. It opens at 10 a.m. on weekends, and at 1 p.m. on Monday. Other weekdays, the doors open at 3 p.m.

Scout Day is slated for Feb. 18. All Scouts in uniform? can climb the rock wall for free as well as fish in the trout pond at no cost.

The fourth annual Quiet Sports Expo also will be part of the sports show. According to information provided by Josh Lantz, ?Human-powered adventure activities like, hiking, paddling, mountain biking, rock-?

climbing and fly fishing may leave a small ecological footprint, but are as hard-core as the ever- growing number of enthusiasts who practice them. ?

Well, it would be when they are out searching for memory or mind development information online. That makes sense right? Now then, how do you prepare quality content on this most fascinating topic? I found the people like two different types of article in this venue. Some like the articles which have tips and new strategies for improving memory and brain function, and others enjoy articles that make them think and that really generate some philosophical thought.

This ladder strategy seems to work quite well, and I am heartened by some of the great e-mails I get after people read such articles of this type. Please consider all this and think on it.

Free online support chat? - Web Hosting Talk

Hey all,
I am currently looking into what support i will need in place for my hosting business and I will have support tickets go through to WHMCS but I am quite interested in having a chat software so that people can ask questions and get a rapid response.
At this current moment in time I shall be the only agent, I am basically looking for a decent free chat solution ( my reseller provider wont let me host any chat programs so it will have to be externally hosted).
So I have came across http://www.purechat.com/ and they seem quite good has anyone had any experience with them. Others that I have noticed are www.zopim.com and http://www.jivosite.com/pricing which both also provide free options.
Anyone used these and have an opinion? Or are there any others I have missed that are worth considering?

AT&T has just posted its Q4 2012 earnings, showing strong growth in both wireless and wireline businesses. We'll be focusing here on the wireless business, naturally, so let's get right into the notable points:

Some 10.2 million smartphones were activated in the final three months of the year, the carrier said. Of that, 8.6 million were iPhones. AT&T didn't break down how much of the remaining 16 percent of sales were Android phones, but it did mention that our fare platform had its best-ever quarter.

California governor urges fiscal restraint after budget rebound

SACRAMENTO, California (Reuters) - Governor Jerry Brown, hailing what he described as a hard-fought rebound in California's fortunes, used his annual State of the State address on Thursday to urge fiscal discipline to avoid a return to budget deficits and boom-and-bust cycles.

He called on the state Legislature to help him keep his promise to voters to "jealously guard" the billions of dollars in additional revenue made available through passage last year of a ballot measure temporarily extending tax increases.

"This means living within our means and not spending what we don't have," he said. "Fiscal discipline is not the enemy of our good intentions but the basis for realizing them."

He added, "It's cruel to lead people on by expanding good programs, only to cut them back when the funding disappears. This isn't progress. It's not even progressive. It's an illusion. The stop and go, the boom and bust serves no one. We're not going back there."

The Democratic governor said, however, he remained committed to two costly enterprises - completion of a high-speed rail system and construction of two massive tunnels to move water from northern to southern California while restoring wildlife and fish habitat in the Sacramento-San Joaquin River Delta.

Freed up to pursue a broader agenda midway through his four-year term now that the state's budget crisis has been alleviated, Brown also said he would press ahead for passage of his plan to alter the state's formula for funding public schools.

The governor has proposed channeling more of the state's education money to schools in districts with a higher proportion of low-income families and children who speak English as a second language.

"Equal treatment for children living in unequal situations is not justice," he said.

Brown also called for a halt to tuition increases that have driven up the cost of higher education in the state, declaring, "I will not let the students become the default financiers of our colleges and universities."

State Assembly Republican leader Connie Conway said after the speech that she saw "a lot of common ground between Republicans and the governor" in his call for the state to exercise fiscal restraint.

And she said she agreed with the governor's emphasis on investing more in education, as well as his pledge to streamline government regulations for the sake of business growth.

But the chairman of the state Republican Party, Tom Del Beccaro, criticized the governor for not outlining new proposals to stimulate job creation.

(AP) ? Louisiana Gov. Bobby Jindal called on the Republican Party to "stop being the stupid party" on Thursday as GOP leaders promised fundamental changes to help stave off future losses.

In the keynote address at the Republican National Committee's winter meeting, Jindal said the GOP doesn't need to change its values but "might need to change just about everything else we are doing."

"We've got to stop being the stupid party. It's time for a new Republican Party that talks like adults," he said. "We had a number of Republicans damage the brand this year with offensive and bizarre comments. I'm here to say we've had enough of that."

Jindal, thought to be a potential 2016 presidential contender, offered little detail in the 25-minute address. He called on conservatives to shift their focus from Capitol Hill number crunching to "the place where conservatism thrives ? in the real world beyond the Washington Beltway."

Hours before the speech, Republican leaders promised to release in March a report, dubbed the "Growth and Opportunity Project," outlining recommendations on party rules and messaging designed to appeal to a rapidly changing American electorate. President Barack Obama's November victory was fueled, in part, by overwhelming support from the nation's Hispanic, Asian and African-American communities.

"Losing is not fun. We want to win," said GOP strategist Sally Bradshaw, who is among five people appointed by RNC Chairman Reince Priebus to craft the report.

"I think you're going to see a very renewed, aggressive effort by this party to put on a different face," Bradshaw said. "We are going to go into areas that we do not go into and see folks that we do not see."

Republicans presidential nominee Mitt Romney struggled last fall to win over women and minorities, who overwhelmingly favored President Barack Obama's re-election bid. GOP officials conceded this week that they must change their tone and message, if not their policies, if they hope to expand their appeal in the coming years.

Romney alienated many Hispanic voters by highlighting his support for a fence along the Mexican border and "self-deportation" of illegal immigrants. Down-ticket Republican candidates alienated female voters by backing new abortion laws in a handful of swing states like Virginia and New Hampshire, while Senate candidate Todd Akin of Missouri hurt himself and his party by declaring that women's bodies could prevent pregnancy in cases of "legitimate rape."

GOP strategist Ari Fleischer suggested that his party could learn an important lesson from Democrats on messaging: "Republicans talk policy and Democrats talk people. Republicans can learn a little bit from Democrats on how to make those people connections with our policies."

Asked whether he was considering a presidential bid in 2016, Jindal brushed aside the question. "Any Republican that's thinking about talking about running for president in 2016 needs to get his head examined," he said. "We've got a lot of work to do."

He called on conservatives to stop fighting with Democrats on their terms about the size of government in Washington and focus instead on connecting with voters across the nation.

"Today's conservatism is completely wrapped up in solving the hideous mess that is the federal budget, the burgeoning deficits, the mammoth federal debt, the shortfall in our entitlement programs," he said. "We seem to have an obsession with government bookkeeping. This is a rigged game, and it is the wrong game for us to play."

Jindal's comments come a day after the House passed a bill to permit the government to borrow enough money to avoid a first-time default for at least four months, defusing a looming crisis setting up a springtime debate over taxes, spending and the deficit. The House passed the measure on a bipartisan basis as majority Republicans back away from their previous demand that any increase in the government's borrowing cap be paired with an equivalent level of spending cuts.

The Louisiana governor's blunt remarks follow criticism from another high-profile Republican based outside Washington who publicly blasted GOP leadership on Capitol Hill: New Jersey Gov. Chris Christie.

One of the party's most popular voices, Christie earlier in the month criticized his party's "toxic internal politics" after House Republicans initially declined to approve disaster relief for victims of Superstorm Sandy. He said it was "disgusting to watch" their actions and he faulted the GOP's most powerful elected official, House Speaker John Boehner, R-Ohio.

Former House Speaker Newt Gingrich, R-Ga., told reporters on the sidelines of the meeting Thursday that Republicans also need to develop a sound strategy for confronting the Obama administration, suggesting House Republicans could use hearings to expose waste and promote better ideas.

"A lot of Republicans, frankly, spent the last two years saying, 'Oh, gee, we don't have to do much because after Obama loses we'll work with the new Republican president.' Well, that world ain't there," Gingrich said. "So now they have to make adjustments. They've got to understand that this is a different game."
