A new study by an American economist concludes that the U.S. federal debt is mind-bogglingly larger than it is officially said to be. The study by James D. Hamilton of the University of California, San Diego, says the U.S. government?s off-balance-sheet liabilities are six times the size of the official debt or $70.1 trillion.
?U.S. federal debt has exploded in recent years, growing from $5 trillion (or 36% of GDP) in 2007 to an estimated $12 trillion (72% of GDP) by the end of 2013,? Hamilton said in a working paper for the National Bureau of Economic Research.
But the $12 trillion federal debt is only the tip of the iceberg because the figure is not inclusive of a number of off-balance-sheet commitments and liabilities.
?But the officially reported debt is only one respect in which current policy has left a burden for future taxpayers. In addition the government has made a number of implicit and explicit commitments that are not included in the net debt figures just reported, but which could potentially require much larger adjustments in future spending or taxes than those associated with paying interest on the official debt itself. The biggest items in this category come from Social Security and Medicare which, if current policy is maintained, will require enormous sacrifices from future taxpayers.?
The study identifies five key off-balance-sheet commitments which are ?support for housing, other loan guarantees (including federal loan guarantee programs in addition to those involving housing such as loans for post-high-school education, small business loans and loans from the Export-Import Bank of the United States), deposit insurance, actions taken by the Federal Reserve, and government trust funds.?
The biggest category of off-balance-sheet liabilities comes from the additional funds that the trustees of the Social Security and Medicare trust funds believe would need to be found in order to fulfill commitments to current program participants (i.e., those currently aged 15 and older). These are reported to be $26.5 trillion for Social Security and $27.6 trillion for Medicare.
?These numbers are so huge it is hard even to discuss them in a coherent way ? But although one can quarrel with the specific numbers, there is an undeniable important reality that they reflect? the U.S. population is aging, and an aging population means fewer people paying in and more people expecting benefits. This reality is unambiguously going to be a key constraint on the sustainability of fiscal policy for the United States. One would think we should be saving as a nation today as preparation for retirement, and if in fact we are not, the current enormous on-balance-sheet federal debt is all the more of a concern,? the paper says.
?Adding all these items together, I calculate total off-balance-sheet federal liabilities of around $70 T, or 6 times the size of reported on-balance-sheet liabilities,?
The paper working concludes that ?Some may argue that the current off-balance-sheet liabilities of the U.S. federal government are smaller than those tabulated here; others could arrive at larger numbers. These off-balance-sheet concerns may or may not translate into significant on-balance-sheet problems. But one thing seems undeniable? they are huge. And implicit or explicit commitments of such a huge size have the potential to have huge economic consequences, perhaps for the better, perhaps for the worse. Acknowledging their size is a necessary first step for making wise policy decisions.?

As we previously reported, 17-year old Jordan Davis was murdered by Michael Dunn at a Jacksonville gas station in November 2012, following an argument over the loud music coming from the SUV Jordan was riding in.

Dunn and his girlfriend pulled into the gas station next to the SUV carrying Jordan and three other black teens. Dunn didn't like the loud music of Chief Keef coming from the SUV, and asked that it be turned down
?
The teens refused Dunn's request sparking an argument. The 45-year old claimed he saw a rifle coming from the their vehicle?and felt threatened. He pulled out his gun and fired eight shots into the SUV, two of which struck and killed Davis.
Dunn fled the scene, but was later arrested at his home. He was charged with murder and attempted murder.

A police search of the SUV Davis was in revealed that there was no rifle in it.

Jury selection for Dunn's trial begins in September. He is expected to use the "Stand Your Ground" law as his defense. His girlfriend will be a star witness for the prosecution. She will testify to some of the incriminating statements Dunn made as he sped away from the shooting.

The Girl Scouts and Boy Scouts have earned their badges for controversy in recent years, and alternative groups are reaping the benefits.
Earlier this month, a faith-based organization upset that the Boy Scouts will now accept openly gay youth became the latest to form its own program for kids and teens, with a focus on sexual purity.
Other upstarts report their ranks are growing ? whether they cater to God-fearing girls, old-school camping enthusiasts or even pint-sized pagans.

The Navigators camp out July 13, in Mount Madonna State Park, Calif. The kids learned to start a fire with flint and steel. They also recited the Navigators Moral Compass with the help of Senior Navigators. After that, it was time for S'Mores. The program includes Senior Navigators and Juniorr Navigators, and one of the philosophies is to have mixed-age activities in which older kids lead and mentor younger ones.
?The last two to three years we?ve been doubling in size,? said Robin Bossert, the founder of Navigators USA, who has received 250 inquiries about starting chapters of the totally inclusive, coed, secular group since April.
American Heritage Girls, which launched a ?Christ-centered program? in 1995 after the Girls Scouts dropped a mandatory oath to God, has surged to 30,000 members in the last five years.
?We?re growing radically,? said executive director Patti Garibay.
If the rising popularity of competitors has the Boy Scouts of America and Girl Scouts USA tied up in square knots, they?re not letting on.
Even though membership has declined in recent years ? amid uproar over their inclusion policies and curriculum -- both century-old groups still dwarf the newcomers: Boy Scouts has 2.6 million members and Girl Scouts has 2.3 million.
?While it would be inappropriate for us to discuss other organizations, we believe kids are better off when they are involved in Scouting,? said Boy Scouts spokesman Deron Smith.
Girl Scouts spokeswoman Michelle Tompkins said the organization is ?actively working to repair the problems? that have caused membership to slip but declined to talk about the impact of offshoots.
?We?re only concerned with Girl Scouting,? she said. ?We don?t comment on other organizations. We try to make our program as appealing and inclusive as possible.?
Here are some of the groups that are making inroads:
SpiralScouts: Founded in 2001 by the head of the Aquarian Tabernacle Church, this 350-charter group was designed for wiccans and their ilk but is open to everyone. ?It?s the basic scouting experience with a pagan twist on it,? said Michele Clausen, 40, one of the organizers.
For instance, to earn a birding badge, a kid might learn to recognize 10 birds in the wild but also study different cultures? myths about birds. Dress uniforms include a ?capuche,? a hooded capelet that would not look out of place at a Renaissance fair, and a braided, beaded macrame necklace.
Derrick Polen, 43, of Athens, Tenn., isn?t a pagan but he and his wife started a SpiralScouts ?circle? with their two sons, ages 5 and 11, because they liked the all-comers vibe. ?A lot of the Boy Scouts are in churches and if you?re not part of that atmosphere, there?s not an option,? he said.
The 15 families taking part did decide to skip the uniform, though. ?The kids weren?t feeling the tunic,? Polen said.
Frontier Girls: Founder Kerry Cordy, 43, said she started her own program in 2007 because she felt the Girl Scouts was no longer skill- and badge-oriented. ?It wasn?t the Girl Scouts that I remembered,? the Redding, Calif., resident said.
The group?s 1,500 members, who wear patriotic red, white and blue uniforms, have access to a thousand-plus badges for everything from kayaking to knowledge of worms. They also promise to ?love God? and ?be pure in all I do, think and say.?
?It was designed for heterosexual girls only,? said Cordy, who has also created a spinoff called Quest Clubs that restriction-free groups can use to form their own scouting program.
?Atheists don?t like my program,? she said of Frontier Girls. ?The lesbian and gay community doesn?t like my program.?
But Abby Olson, 17, loves it. ?No matter what you want to learn about, the leader will make a badge for it,? said the high-school senior, a member of the founding troop.
Baden-Powell Service Association: Since it reincorporated last summer, the U.S. branch of an international scouting association has added 35 charter groups with an average of 20 to 25 members apiece.
National commissioner David Atchley, 38, said the program emphasizes traditional scouting: outdoor skills like camping, pioneering, orienteering and public service. Helping little old ladies cross the street? Check. Badges for video-gaming? Not so much.
The group is coed, open to any child age 5 and up, and ?completely agnostic? to religion and sexuality, said Atchley, an atheist father of five from Washington, Mo., who turned in his own Eagle Scout badge in 2008 in protest over the Boy Scouts? restrictions on gays.
?A lot of our members come from no scouting background and haven?t been involved because of those policies,? he said.
Navigators USA: Three years after the Supreme Court upheld a Boy Scouts ban on gay members and leaders, New York City scoutmaster Bossert, 60, created Navigators, which now has 50 chapters nationwide.
It?s co-ed, fully inclusive and consensus-oriented. Instead of an oath, there?s a ?moral compass.? There are no uniforms yet; that issue will be decided at a ?continental congress? in the fall.
?Obedience is not a term we like,? Bossert said. ?It?s more creative, independent.?
Homeschooling mom-of-two Amy Nichols, 39, signed her son up for the Cub Scouts but switched to Navigators two years ago over the gay ban. There are 25 kids in her Newport News. Va., chapter and a waiting list.
?My kids love it. I?ve been in the playground when some kid is being left out of a game and heard them say, ?Navigators are inclusive!??
Earth Champs:? It was called Earth Scouts when it started in 2002 but underwent a name change a decade later after a trademark spat with the Boy Scouts. The mission remains the same: getting children ages 3 to 13 involved in activities that support human rights, economic justice, peace and the environment.
Melanie Froemke, 36, the leader of a 35-member chapter in Alexandria, Va., said that translates into passing out recycled pots at local festivals, putting on plays about conserving energy and doing river cleanups along the Potomac.
Instead of uniforms, there are T-shirts. ?We went really homespun and made our own silk screen,? Froemke said.
Hopefully, the planet is big enough for two tree-hugging scout associations. In 2009, Hillsdale, N.J., marketer Aditi Sen, 49, watched the Al Gore documentary ?An Inconvenient Truth? and started Kids for Earth.
There are four chapters up and running with another four due to come on line soon. ?Nothing against the Boy Scouts and Girl Scouts but I don?t think they are focused on living sustainably,? Sen said.
American Heritage Girls: Created in 1995 in response to what Garibay saw as the creeping secularization of the Girl Scouts, the faith-based group now has chapters in 48 states and eight countries.
Like the Girl Scouts, it?s single-sex and has a multi-level badge program and community service component. But it also emphasizes spiritual development and religious education. Tenderhearts, the youngest group, can earn a PRAY award if they learn about the Holy Trinity by making a pizza with crust, cheese and sauce.
?We do have girls of different faiths,? said Garibay, 54. What they don?t have is gay members.
?For us, the homosexual lifestyle is not compatible,? she said.
That hasn?t hurt membership, which has gone up by 48% annually for the last few years.
?We are growing exponentially,? she said. ?[New members] are really looking for something aligned with their family values.?

Gov. Scott Walker gave they keynote speech Friday night to the Western Conservative Summit and called for moving the Republican Party message toward broader outreach and more optimism.
According to the Denver Post, Walker said conservatives must do three things to produce an effective message: be optimistic, use relevant terms and go to where the voters are, instead of waiting for the people to come to them.

California's position at the back of class is based on the annual January report by Education Week.
"It's one piece of data," said Jim Novak, the district's chief business and financial officer. "But at the end of the day, what matters is, are you getting the results you need?"
Novak and the district, the third largest in the state behind Los Angeles and San Diego, have seen overall student Academic Performance Index (API) scores steadily rise over the years as state funding to the district has been slashed, which has caused the district to make numerous cuts.
Since 2008, the district's API scores have increased 43 points -- from 741 to 784. During that same time, the district's scores also have inched closer to the state average, which was 754 in 2008 and 791 in 2012, according to California Department of Education data.
Meanwhile, since 2008, the district has cut more
than $300 million and 1,000 jobs.The biggest cuts since 2008 include approximately 800 layoffs in 2011, most of them teachers.
The district has also increased class sizes and eliminated administrators, librarians, nurses, psychologists, counselors and support staff.
Novak says he is pleased with the increased API scores, but cautions against trying to make an exclusive correlation between funding and academic performance.
"You have to look at more things. You can't isolate the two," Novak said. "It's not the be-all and end-all to fund schools. Funding is important, but you have to consider the teachers, class size, school conditions."
The district is expecting about $19 million in new funds from the state for the 2013-2014 fiscal year thanks primarily to passage of Proposition 30.
The school board will discuss the new funding in the coming weeks, although Novak says paying down the district's $22 deficit is at the top of the list.

When Gretchen Holt-Witt?s 2-year-old son, Liam, was diagnosed with pediatric cancer, she decided to raise awareness by doing what Liam loved most ? baking cookies. But this is not a story about a scrappy little bake sale: With the help of friends and volunteers, Gretchen baked more than 100,000 cookies in eighteen days. That headline helped launch Cookies for Kids? Cancer, a national organization that has raised more than $4 million to date to fund pediatric cancer research through cookies and bake sales. Tell me the story of how Cookies for Kids? Cancer began.
A few days after Liam first entered the scary and uncertain world of cancer treatment, one of his oncologists shared with me the sobering statistic that cancer is the No. 1 disease killer of children in the United States. As someone who considers herself a well-read person, I was dumbfounded. How could I not know that cancer claims the lives of more children every year than asthma, AIDS, MS, and MD combined? When I pressed him on why people don?t know this awful statistic, he said: ?Kids don?t make headlines when they?re diagnosed because no one cares about a kid who gets cancer.? I?ll never forget that moment. To this day, more than six years later, those words are just as shocking. But what he said next is something that I just couldn?t believe and still have a hard time comprehending. He told me how little funding goes to childhood cancer. In fact, less than 4 percent of the National Cancer Institutes?s multibillion dollar budget goes to the dozens of types of childhood cancers.
When Liam was declared to have no evidence of cancer in his tiny body after a grueling seven months of treatment (which included multiple rounds of high-dose chemo, radiation, painful antibody therapy, and a twelve-and-a-half-hour surgery), I knew I had to do something to give back. I was sitting on the steps of Liam?s school after dropping him off for a day of sheer bliss, a simple act that seemed nothing short of a miracle to me, trying to think of a way I could raise money, to help generate awareness in whatever way I could. I knew it had to be something irresistible ? something that people wanted to be a part of instead of wanting to turn away from because it was just too scary. And so the idea of baking cookies during the holidays with the help of some friends and donating all the proceeds to pediatric cancer seemed to be a good idea.
What I didn?t know was just how hard it would be to actually pull off my little idea to bake 96,000 cookies. But I?m not sure that would have stopped me. I would have done anything to help make a difference.
Over the years, Cookies for Kids? Cancer has raised millions of dollars for pediatric cancer research. Can you share one story that especially moves you?
Oh, gosh. There have been more than 4,000 events ? and our eyes are focused on the number 5,000, which is quickly approaching. Each one tells a story of love, compassion, and caring for others. Together, they weave a tapestry that covers my soul and helps me grieve. The stories that come from each event are awe-inspiring and help me to continue moving forward. I still open every piece of mail we receive, which is something that is so important to me. And whether it?s a child hosting an event or an adult or a business or a school or community group, they all say the same thing. They all say ?thank you? for making them aware of the need surrounding pediatric cancer and an opportunity to get involved. Can you imagine that? People are thanking us for the opportunity to work hard to raise money for us? My goodness!

Ferrari driver Felipe Massa has said that they are hoping to be competitive in the 2013 Hungarian Grand Prix which is going to be held at the Hungaroring on July 28.
Massa said that the track of the next race is quite challenging as it provides very limited overtaking opportunities to drivers. Moreover, he stated that the qualifying results will play a crucial role in the outcome of the forthcoming race. Therefore, he insisted that they are trying their best to improve their qualifying pace in order to secure competitive grid slots to attain good results in the upcoming race.
Although, he said that it will be very difficult for them to claim victory in the approaching race, they are looking forward to perform well and are aiming to achieve good results.
?For sure people say the characteristics of our car are not best suited to this circuit and that it will be tough for us to fight for win here, but I am not sure this is an accurate assessment, because there have been other circuits where we expected our car to be very strong and it was not,? he told the official Ferrari website.
Besides, he expressed that it is very important for them to get good understanding about their car so as to make the necessary developments to compete well in the next race. He also said that almost everyone thinks they will struggle in this weekend?s race, however, they are targeting to score good points to make their position stronger in this year?s title fight.

PARIS (Reuters) - Diplomats have started exploring whether they could get enough votes to pass a U.N. Security EXCouncil resolution to help aid groups get into Syria as the death count mounts, a French diplomatic source said on Wednesday.
Syria's civil war has killed more than 100,000 people and left millions homeless.
France's foreign minister said on Monday the Security Council, which has been deadlocked over how to respond to the war, needed to tackle the humanitarian crisis.
"There are ideas that are still being worked on to see if, at least on the humanitarian side, it would be possible to have a resolution on access," the French diplomatic source said.
"At this stage it is a reflection, but it's not certain it will lead anywhere," the source added without specifying what access would entail.
Veto-wielding Security Council members China and Russia have already blocked three resolutions backed by the United States and European powers aimed at sanctioning Syrian President Bashar al-Assad.
Moscow, Assad's main arms supplier, has also indicated it would not support any resolution opening up "safe zones" or "humanitarian corridors" in Syria, suggesting the West could use them as an excuse to intervene in the conflict.
A DYNAMIC CRISIS
French President Francois Hollande met the newly elected head of the opposition Syrian National Coalition (SNC) in Paris on Wednesday and said he stood by the organization.
France was working on political and humanitarian aspects of the crisis as well as "corridors that could be opened to support the population," Hollande said.
After Hollande's meeting with SNC head Ahmed al-Jarba, a second French diplomat told Reuters there was currently "zero chance" of getting an agreement on humanitarian corridors.
"But having said that the crisis is dynamic, is developing. There are options that disappear and others that emerge," the diplomat added.
The Council will hold an informal meeting with members of the opposition Syrian National Coalition (SNC) on Friday to discuss humanitarian access, how to end the violence and other issues, Britain's U.N. envoy said on Tuesday.
Suhair al-Atassi, vice president of the coalition who is in charge of its Aid Coordination Unit, told reporters earlier on Wednesday 13 million people needed help.
"There is a big gap between the humanitarian needs on the ground and what the different donors give ... There is a lack of everything inside Syria now," said Atassi in Paris.
"It's not just essential needs such as flour, tents or food, but also infrastructure in liberated zones where the Syrian state has to be rebuilt," she added.
France, which has so far given about 170 million euros in aid, has been one of the few countries to funnel its cash through the coalition's aid unit since it was set up last year.
Atassi said the coalition was planning to set up a transitional government at a meeting on August 3-4 - a move that would bolster its legitimacy as it moved to replace Assad's government.
